Elsie Lynn Secoquian

President 

Elsie Lynn Secoquian practices civil litigation, business and insurance defense.  She was a trial attorney and in-house Counsel for Farmers Insurance, Fred Loya Insurance and GEICO.  

 

Ms. Secoquian has also served as a board of director at California Western School of Law, Pan Asian Lawyers of San Diego and Filipino American Lawyers of San Diego.

Frances Prizzia

President-Elect

Frances-Marie Prizzia dedicates her law practice to upholding the constitutional rights of her clients and zealously defending them. Her passion has always been in criminal defense and public service, as evidenced by her prior work and volunteer history.

 

For the past 15 years, Frances has dedicated herself to the practice of law. Years before opening this firm, Frances worked as an Orange County Public Defender as well as in the Los Angeles County Alternate Defender's Office. While working for Orange County as a trial attorney, she obtained many dismissals, in addition to taking more cases to jury trial and winning more than any other attorney within her unit during that time. Frances is also fluent in speaking Tagalog.

Rochelle Calderon 

Secretary

Rochelle Rotea is a versatile defense litigator in the Labor and Employment practice group of Lewis Brisbois Bisgaard & Smith LLP. Her diverse practice includes high-quality legal representation of insurance carriers, diverse industries, and large corporate entities. Rochelle focuses her practice on wage and hour standards, cases under the Private Attorneys General Act (PAGA) Act, equal employment opportunity law, discrimination, wrongful discharge, harassment, family and medical leave, and workplace safety.

Rochelle grew up in the Philippines. Prior to law school, Rochelle worked with Intellectual Property law firms in Silicon Valley as an IP Specialist. She later moved to Orange County to attend the University of California Irvine School of Law. During law school, Rochelle was a Certified Law Student under the State Bar of California's PTLS program and provided direct representation to immigrants on matters ranging from detention and deportation defense to protection of civil and constitutional rights of immigrants. In law school, Rochelle appeared for low-income clients in state and immigration courts, and represented non-citizens seeking post-conviction relief. She served as the Student Director and was instrumental in developing UCI Law’s Clean Slate Clinic which collaborated with community organizations to work towards broader reform of the criminal justice system

 

Rochelle staunchly believes in transformative lawyering —that lawyers have a duty to serve their communities by empowering marginalized individuals and groups to advocate for themselves and reclaim their narratives.

Nathaniel Epstein 

Nathaniel Epstein is currently a healthcare attorney for Helton Law Group in Costa Mesa, CA. 

 

His practice area focuses on managed care litigation by representing hospitals with health insurance reimbursement disputes.  "Nate" also serves on the board of a local non-profit named the Youth Center in Los Alamitos and resides in Orange County with his wife and newborn son Jordan.

Andre Aragon

As a founding Board Member of FLOC, Andre Aragon is currently a Senior Corporate Counsel at T-Mobile USA, Inc.

 

His practice area focuses on consumer protection issues related to T-Mobile's advertising and marketing of T-Mobile's wireless products and services.

 

Prior to his legal career, Andre served four years as an enlisted United States Marine. A Southern California native, Andre resides in Orange County with his wife and two children.

Serafin Tagarao

Serafin serves as Labor and Employment Counsel for Rivian Automotive, LLC.  In that role, Serafin counsels Rivian on labor and employment law issues, including those under state and federal laws. He provides legal, strategic, and business guidance to Rivian's People Team (HR) including evaluating and communicating legal risks associated with particular practices. Serafin also reviews and draft policies and agreements and implements controls throughout the organization with respect to such documents.

Prior to his role with Rivian, Serafin practiced labor and employment law defending companies from small business up to Fortune 500 companies.

Rhonel Aquino

Principal Attorney at AQUINO LAW, an Employment Law and Litigation law office based in Irvine. 

 

Mr. Aquino graduated from Loyola Marymount University and Loyola Law School. 

 

He has extensive experience in trials, arbitrations and mediations, having also served as both a Judge Pro Tem and arbitrator for the Superior Court of California.

Gregory Alumit

Gregory Alumit is an experienced trial attorney who works to make the community safer by advocating for victims of abusive or negligent practices.  To that end, he primarily represents humans in personal injury, workers compensation, social security disability, and consumer protection cases.

 

Gregory graduated from the University of Michigan Ann Arbor with a Bachelor of Science degree in Biopsychology and Cognitive Science and he earned a law degree from the University of San Francisco School of Law. He was born and raised in Flint, Michigan, and currently resides in Buena Park, California. He loves to travel, watch any Detroit and UofM games he can, and spend as much time outdoors as possible with his family.

Vincent Gonzales

Vincent M. Gonzales is Senior Environmental Counsel for Southern California Gas Company, a Sempra
Energy Utility. He provides environmental legal advice to the Company, focusing on climate change, air quality, water quality, hazardous materials, and site remediation issues, among others.

Mr. Gonzales is a 1987 graduate of the University of Southern California Law school where he served as a staff member and Publication Editor of the Southern California Law Review. He received a B.A. from Haverford College in Pennsylvania, and a M.A. in Philosophy from the University of California, San Diego.

Carolyn Enciso Sieve

Carolyn Enciso Sieve has represented employers of all sizes in business litigation and employment matters for more than twenty-five years. Currently, she is a partner with Constangy, Brooks, Smith & Prophete LLP, a law firm with nearly 200 lawyers across 15 states that focuses on helping employers navigate the ever-changing laws and regulations that govern the workplace. She opened and now manages Constangy’s Orange County, California office.

 

In addition to her litigation practice, Carolyn provides counseling and advice to employers regarding a variety of employment issues, from handbooks, to interactive process, to protection of trade secrets. She also conducts workplace investigations.

 

Carolyn is a graduate of Temple University School of Law and, after her graduation from law school, clerked for the Honorable Thomas Tang of the United States Court of Appeals for the Ninth Circuit. She is rated AV-Preeminent by Martindale-Hubbell.

 

Carolyn is a founding member and former Treasurer of FLOC. She is also served as a Secretary and board member of the Philippine American Bar Association in Los Angeles (PABA). Carolyn loves spending time with her family (twin 18-year-old daughters, Lauren and Olivia, husband, Mark, and Max the dog) and extended family and friends; travel; hiking; and her two book clubs.

Ray Sagun

Ray has served in the public sector in Chicago. He has been responsible for the award and management of multi-million dollar construction, architectural and engineering, professional service, commodity and revenue generating contracts. He has also served as an advisor to senior decision makers on departmental initiatives, contract administration, specification design, grant agreements and budgetary analysis. Ray has served on committees with other agencies such as the Chicago Transit Authority, Illinois Department of Transportation, and Illinois Tollway to develop strategies to increase minority business participation. 

 

Ray earned his B.S. in Accountancy at the University of Illinois at Urbana-Champaign, and his J.D. from the Loyola University Chicago School of Law evening program, where he served as Treasurer of the Asian Pacific American Law Student Association.

 

Food is one of his favorite topics and pastimes. 90’s R&B and Hip-Hop are his favorites, but a little-known fact is that he also loves Polynesian Reggae and Country Music.

Ronald Baldonado

Ronald Baldonado serves as in-house counsel for Apollo Insurance Solutions Group LP, a subsidiary of Apollo Global Management, Inc., which is a global alternative asset management firm. Ronald's practice primarily focuses on providing legal support in connection with investment management services for certain insurance company clients.  Previously, Ronald served as Senior Associate General Counsel for a subsidiary of a leading multinational investment bank and financial services company that specializes in fix & flip residential lending.

 

Ronald began his legal career in insurance defense litigation at small and mid-sized law firms before transitioning to in-house real estate finance attorney roles. He graduated from the University of California, Irvine with a Bachelor of Arts in Criminology, Law & Society and received his Juris Doctor from the University of Nevada, Las Vegas.  Ronald is a founding board member of the Filipino-American Lawyers of Orange County (FLOC).

Michael Caoile

Michael Caoile currently serves as in-house counsel for Kemper.  His work focuses on insurance defense as a trial attorney.  Prior to civil litigation, Michael worked in the areas of immigration and special education law.

 

He graduated from Whittier Law School in 2017.  Michael served as president of the Asian Pacific American Law Student Association.  Michael is licensed to practice law in California and Nevada.

 

Michael was born in Pampanga, Philippines and grew up in Las Vegas, Nevada before moving to Orange County.  In his free time he likes to cook and watch Formula 1.
